1. Governments do not own people.  People own governments.  

People created governments, and according to the most ancient principles of law on this planet, creators are responsible for what they create.  

2. As governments, however organized or styled, have no valid ownership interest in people (see above) they have no interest in the physical assets belonging to or created by people, either.  

Governments do not actually own anything.
